Records a GAINS reviewer's decision on a task in PendingReview, and is the only thing that releases the request for processing.

Approval moves the task to Queued or Received and hands the held records on for the next loader run. Rejection moves it to RejectedNotApproved; nothing was ever forwarded, so there is nothing to undo. Either way the decision is final - a task that is no longer in PendingReview is refused with 400.

Only POST /api/v1/skus-locations/delete currently produces a task that needs review. The reviewer is taken from the authenticated credentials and recorded on the task, so the request body carries only the decision and an optional note.
